It's not clear what you are asking.

Order GCMS notes to know your refusal reason(s) before you apply for 2021. As long as you are able to overcome those refusals and convince visa officer, you'll be fine.

so are you asking if you should defer to 2021? Well, if you still want to try then defer or else get the refund and stop trying. The decision should be based on whether you can make any improvements to your last application. Why were you refused?

It will matter if you don't do anything to change your application to address the reasons you were refused. Request your GCMS notes and share your profile if you want further suggestions.

Okay, this sort of profile is very commonly refused. You have been out of school for three years now and are working in engineering, so it is unclear why you want to return to college in Canada to study business. Why do you need further education in a different field to advance your career back home, and why can't you study there?

The visa officer likely assumed that your intent is actually to immigrate to Canada as so many others attempt to do through random college programs. It would be better to apply for a master's degree in engineering, although your marks and English scores are borderline.

Have you shown proof of funds for the first year and ties to your home country? Do you have family in Canada? Have you previously received visas to travel to the US, Europe, Australia, etc.? All of these are considered, including past refusals, and you can see exactly which factors were most important in your GCMS notes.

The suggestion to apply for a master's degree remains. You are going to continue to be refused as long as you're applying for a college program after a gap of several years.

Yes, because you've been out of school for 16 years. Post-graduate certificates are really intended for new graduates. At your age and with your level of experience you should be doing a master's. A certificate offers no knowledge you shouldn't already have after over a decade in your field.
