In the past 5 years I visited the US several times on a B1 Visitor/Tourist visa. During my visits I never stayed longer than 6 months in any single visit. However, the sum total of the duration of all my visits does exceed 6 months. So my questions are as follows:
1. Am I still required to submit a PCC from the US given my duration of stay there?
2. The US PCC is issued by the FBI, which as a service is only issued to Citizens and Permanent Residents (even says so on the CIC website). If in the event that I am required to submit a PCC, how would I go about getting it?

1. Yes you do need it, Check the below from CIC's Website.

Who needs a police certificate?
In general, you and all the people in your family who are 18 or older need to get a police certificate.

You may need a police certificate from any country or territory that you have spent six months or more since the age of 18.

For example: if you visited, worked or lived in a country for two months, left for a few years, then returned for four months, that counts as spending six months there. In this case, you would need a certificate.

If you need a police certificate from a country or territory and:

  • are currently living there, or received the police certificate before leaving, the police certificate must be issued within six months before you apply.
  • have lived there in the past, the police certificate must be issued after you last lived in that country or territory.

Yes, the requirement is for a cumulative stay of 6 months or more.

2. The US PCC is issued by the FBI, which as a service is only issued to Citizens and Permanent Residents (even says so on the CIC website).
That is not correct. Read it again - it says that the use of FBI approved channelers (service providers) can only be used by US citizens / PR. Everyone else has to apply directly to the FBI.

Follow the link provided, it has complete instructions, application form, etc.

But basically - you need to get your fingerprints taken, fill out the application form, send it all with payment to the FBI, and wait a long time. If you already have an ITA, the FBI certificate may take longer than the time you have to submit. In that case you have to prove that you already applied for the PCC, so when you send your FBI application, be sure to use a courier with proof of delivery, and save your receipts.

I am struggling with same problem and my application has been rejected due to missing US PCC.

To try again I surely need US PCC , but as I was tourist I afraid I couldn't locate right form to submit application at FBI.

How did you manage to make FBI. Request?

How you got fingerprint card from India?

Does anyone know if ut us possible to reopen rejected IRCC profile?
 
Hi I have been staying in USA since last 1.5 years on work visa. Will I need to approach FBI for pcc or going visa the consulate work ?

Also this had to be done both for me and my dudesp right ?
