Is this too risky to learn French?

For example my PGWP expires in Mid November

My points are around 480 but if I past French, I can boost it to 542 at least. So I was thinking of practicing/refreshing from Feb-Oct to get around B2 level

so was wondering if I applied for EE in October and got ITA and applied for my BOWP but heard it takes 3-4 months and my PGWP expires by then, would that be risky? I read this:

"If their current work permit expires before they have received a decision regarding their BOWP application, they may continue to work in Canada under maintained status until a final decision has been issued regarding the BOWP application. "

"If your current work permit expires while your BOWP application is being processed, you can continue working under maintained status until a decision is made, as long as you submitted the BOWP application while your work permit was still valid."

So would you recommend this idea and if not what are the flaws?
My biggest issue is the new elections and conservatives wanting to restrict immigration around then

Would not wait until October you should have more buffer time.

When is ITA sent out
I'm gonna submit my profile Feb 23rd and boost my score for Celpip
At the moment at 480 you aren’t going to get selected so applying doesn’t mean much. Would give yourself as much time to get selected for a draw when you have a competitive CRS score.

Hello wanted to elaborate sorry for the late reply

My level is B1.4 so I can do B2 by July-August
I planned to take the test around then and submit my scores
My PGWP expires in Nov so would that be too close to cutting it though?
