They actually don't mean the same. As according to IRCC:
1- A convention refugee is someone who fears to go back to their country because of (race, religion, political opinion, nationality, or membership in a social group, such as women or people of a particular sexual orientation).
2- Protected Person is someone's fear because of (danger of torture, risk to their life, or risk of cruel and unusual treatment or punishment).
