Im not sure if what I heard, my long distant relative got permanent resident status from outside Canada (maybe got a work letter from canadian employer?)

Now he is planning to come here. Is this even possible? Or is it TRV only?

You can apply for permanent resident in Canada. The processing time is around 1-2 years.
One of my friend from Sri Lanka got permanent resident in Canada 6 months ago.

Of course it's possible to get PR from outside of Canada. Many people do it this way through one of these immigration programs:

Ok, then why im still seeing so many applications of people who have masters in india or other countries + work experience, and they still want to come into canada for study then PR. why don't they think about applying for PR straight from outside canada? In that way, they can still work and just wait for an approval.

They most likely don't meet the requirements for applying from outside of Canada and are trying to find another way.
