Yes, you CAN check, and it may/may not indicate that you have applied for permanent residence. But don't be worried if there is no further information there. E-cas takes a while to be updated by the visa offices, and in any case may be incorrect...
Well, my boyfriend hired a lawyer to do his application. They said that they handed in on June 18, 2011. But so far I still haven't heard anything yet.
