And no point in withdrawing your app.....as I mentioned before, you can appeal an Outland refusal decision....You cannot however appeal an Inland Refusal decision.

The app will be rejected if he doesn't go to the interview. It would be completely pointless to appeal this since the appeal would have zero chance of success due to the fact he didn't bother to attend the interview.

Also CIC will not change the interview location to Canada. For this they would need to fly the visa officer here, why would they waste money and time like that?

Withdrawing the app or waiting for the rejection and applying inland is the only feasible choice if he doesn't want to leave Canada. All the notes from this app will be kept with CIC for the future inland app, so can expect very long processing and an interview (in Canada).

There is still a small chance it could be a approved---they give the option "Please confirm within 5 days via e-mail if you can attend the interview or not. ...Please note that if you fail to appear for this interview the examination of your application will be completed based on the material available in your application. This could result in the refusal of your application."

Don't get me wrong....I agree they should go....but if they are truly unable to attend due to finances, I would think it's better to wait and see, instead of withdrawing automatically.

Who is "most people"?

It will take longer for your app to be refused than if you just withdraw now.

There is no point in allowing the app to continue to be processed and inevitably refused. As Rob said, an appeal would be pointless because the refusal would be fully justified.

OP would be able to reapply faster if they withdraw the app now instead of waiting for the refusal.
 
I would think anyone planning to wait out a spousal application for Outland in Canada would have planned a contingency for an interview before coming to Canada. It's not like the possibility of an interview isn't made clear ( and should be expected by everyone who applies, but that's my opinion) iwhen filling out the forms. We did the same thing (spouse coming to Canada during processing), but always knew that one or both of us could have been called to an interview in Singapore, and planned finances, etc. based on that. The whole process is far to stressful to have something like like that hang over your head.

As most have suggested, I would go to the interview. I would think that not attending could have implications on more than just the PR application, but also visa extensions in future if you fail to show up. It's all information IRCC will have available to review.

That letter is a nice way of saying if you miss the interview, your app will be rejected.

Whether they withdraw or wait for rejection, the result will be the same in terms of re-applying with inland app in the future. So there is no harm to wait.
