I know of nothing that ties your SIN to your restricted work permit. My spouse was issued her SIN originally when she had a restricted work permit. It eventually expired while she was a student but we renewed it when she started work at another company on an internship work permit. We were on implied status for the post-graduate permit when our PR came through. After she landed, we then went down to Service Canada with the COPR and passport with cancelled PR visa, and got the permanent SIN. The PR card came a month or so later. It doesn't sound like a different situation than yours. I wouldn't worry about not having a PR card if you cannot get a new SIN with the COPR. You may have to explain it to your employer if HR questions the #9 SIN but that seems a minor hurdle as you are legally entitled to work for anyone and have a completely normal and legitimate explanation.
