Is there any way to apply pgw after 180 days.

You can certainly try applying after 180 days and without meeting the requirements to apply for a PGWP.

If you want to try that, suggest working with an immigration lawyer and you will want to provide rationale and evidence for why you did not apply within the 180 days.

Of course there will be a very very high chance of refusal. However nothing stopping you from trying. Depending on circumstances, you may also need to apply to restore your status.

There is no one at IRCC that you can contact. You would simply try submitting an application. How long ago exactly did you finish your studies? Depending on the answer, there may be no point even trying applying.
 
its been over 30 days means total would be 200 days

You can certainly apply and see what happens. Almost certainly it will be a refusal. But you lose nothing by trying.

Take a Masters or PhD. You would need admissions, PAL, funds and justify costs with career advancement when you return. You will have to explain why you must study in Canada after studying in Canada and how the new program will give you an even higher salary when you leave. Given you have studied in Canada, getting approval will be difficult.

You would need to complete a full new degree or diploma in Canada on a study permit. So the first step would be to be admitted into a new program and then you would need to apply for a new study permit.

No. It won't count since it's past the time you can apply for PGWP.
It will be according to OP's new degree/diploma.

Wonder why OP posted in the "Moving to Canada from the U.S." section since OP doesn't look like he is moving from US to Canada.
