Is there any spl.previliges given for northern Manitoba applicants

For a CEC application,is there any kind of special of leverage given for people who worked in Northern parts of Canada for more than 6 months.

I am taking about nothern manitoba (13hrs drive from Winnipeg & 5 hrs drive from Thompson, a small town called LynnLake), where the population of the town is less than 500 and those places in Canada desperately need people to serve in different areas
