Is there a way for a hairdresser with limited English skills to come to Canada?

We know a hairdresser who wants to immigrate to Canada but her English skills are almost nil. Since she has been requesting us for advice, I want to find out what her chances are. Does everybody need to give IELTS no matter what category?

Either English or French has to be the first language and based on the language which is chosen as the first language, IELTS or TEF is mandatory.

Will check her eligibility. They are functioning on practically zero English, so I doubt they qualify. Anyway, thanks for your input.
