Are these rules as in legal standards or general guidelines? I wonder because the language uses "should" not "shall" and "may" until the last bullet which uses the word "require".

Any thoughts?

I don't know but like I have said before on a couple of threads, who is to know how you live unless you tell? The police to not make random checks on peoples houses to count how many beds in each bedroom. If the police or child protective services happened to be there for some other reason though and they notice that the children are sleeping in the dresser drawers and on the ironing board because there is no space for them, they absolutely might have something to say about that.
 
these giude lines are enforced for people that are living in subsidized housing but most apartments will have a max ocupancy like two people per room and one on the couch so in a 1 bedroom apartment you can have three people.
