Is the Vienna Office offloading?

I've been reading here and there about the applications going to Ottawa (and maybe Mississauga?) rather than Vienna, does anyone know if that is really true? If the latest time trends hold true we should be getting AOR1 shortly - applying outland from Germany.

I posted this on another thread but I'll post it again here, this is what it says on the Vienna embassy's website

"The visa and immigration section is no longer open for submission of applications, documents, or passports, or any enquiries"

I believe Vienna is at maximum capacity, it seems recently they've been sending applications to Ottawa instead.

Does it mean that no applications will be transferred to Vienna? Even those in process?

if you already have an application in process at Vienna it will stay there, but new applications which are supposed to go to Vienna are being transferred elsewhere. I've been in process at Vienna since October and my file is still there
