If you are ready with all your documents, then I think yes you should apply. The current applications received for 2171 is 553 and that is still half way for the 1000 cap limit. Express Entry is expected to start from 1 Jan 2015 and I think getting into the known is better then unknown as still clear information on Express Entry and its detailed requirements are not out.
If you can apply for other NOC codes like 2172, that would be better as current count for this 134.
