Is SOWP or two OWPs better

Hi, if a husband and wife are both eligible for OWP in their own right, and the husband can also get the wife an SOWP, is it cheaper to do SOWP or to get two OWPs? If the monetary costs are the same, what about time costs (i.e. how much trouble the application process takes)?
