Is secondment letter considered to apply for OINP?

I have secondment letter from a Canadian Employer and Work Visa too. As position is currently on hold, so they haven't called me yet to Canada.

Is secondment letter and job offer letter are same. Will secondment letter be consider as job offer while I apply for OINP? Please help.
