They never take your money, it is your money. You can take it back anytime from Canada after landing. Have the option of not depositing Bank draft after landing and taking them back.

Lets clear it by steps:
1. You made Bank Draft of CAD 10000 from Manila to show POF while landing.
2. You landed with draft with an intention to go back after 10 days and comeback after 1 year.
3. Since you had not deposited the Bank Draft here in Canada , you take that Draft back to Manila and get it cancelled from your bank and the money is credited in your account.
4. When you land 2nd time in Canada, nobody asks for proof of funds.
5. Nobody takes your money here in Canada, it remains with you for your use. You can take it back also. Even if you have deposited the Bank Draft or money here in Canada, you can still take that money back by making fresh bank drafts from your bank in Canada.

Man, have you sent your fund to the VO along with your PR application forms? I think No, just a proof of fund document was sent.

Your fund is still your fund regardless you have transferred it to Canada or not. After landing, no law binds you from transferring your fund between accounts available any where in the world.
