Is PR card considered as travel document for citizenship application application or just the passports during eligibility period are considered travel documents?

I think PR card is an immigration status document .. you can not travel with it, or enter another country .. you'd need a passport for that ..

PR cards are not travel documents. You only list documents used to travel, ie passports.

No, PR card is not a travel document.

Also, you are not required to send a copy of PR or COPR (landing paper) with your application.

It says to include copies of one of the following in which COPR and PRC is listed. The instruction guide and checklist contradict each other. I guess it is better to include whats requested and more rather than be short and they will have reasons to return it.

Kind of weird, I saw that part last week immediately when they changed to 3/5. Anyway, I had included the COPR and PRC (that could be used for personal ID), I don't think they would return your application because you included what was not in the checklist tho, what do you think?

Yes, you are right it was there on October 11th. IRCC updated their guide on October 12th and removed it. Your application will not be returned due to this, not at all!
 
Like you said: Date modified 2017-10-12. What happens to those that sent their application on 2017-10-11 because thats when they first rolled out the forms

If you added a copy of PR or COPR, do not worry your application will not be returned because of this.

IRCC edited the guide on October 12th to remove this confusion.

New forms and the checklist were never modified after they were released initially on October 11th.
