Is Police Clearence Certificate required only for applicant or for whole family?

Please guide whether the Police Clearence Certificate is required only for applicant or for whole family accompanying the applicant ? I would appreciate your early response.

Applicant and any family member who has 18 years old, also police certificate for any place you and your family members (18 years old) have live since 18 years old.

All applicants above 18 years should get the PCC from all the countries they stayed for more than 6 months.

Actually if you read the instructions, it can't be older than 3 months when submitted.

My friend is the main applicant and she was not asked to get this PCC, her husband was asked to do it!
