is PDOS needed for SPOUSAL WORK PERMIT before leaving PHILIPPINES? HELP!!!

Hi guys, you might have info. I'm really getting confused now. Do I need to attend a PDOS seminar?? I understand it needs a contract. Having an Open Work Permit and a dependent visa.. i dont have a CONTRACT. I called OWWA and they only conduct PDOS for those endorsed by an agency.

HELP please. I'm leaving on June 8, 2011!!!!

I also have an open work permit... May I ask if you still get pdos and special exit permit from poea? Thank you in advance.
