Is PCC from commissioner office a valid PCC?

Due to the lockdown situation in Pune the PSK office is closed since April so I have managed to get PCC from commissioner office Pune.
one has to follow the same process to obtain the certificate.
(I am not able to upload an image here) Below is the link to letter from commissioner office Pune,

can anyone please tell me if it is valid and can be submitted to IRCC ?

How did you manage to get this.. Its been twenty days since I applied for PCC in pune however still awaiting it

Would be grateful if you could guide me.. Was thinking of contacting the commissioner office in pune too Fastrack but don't know how
