Is our ELT certificate valid for language proficiency?

Hello everyone. I have a question regarding citizenship application. Can you show language proficiency with certificate for ELT course? My wife completed the course in Aug 2013, and certificate shows initial CLB assessment and exit assessment.

only IELTS, CELPIP-G or TEF (for French), expired IELTS is fine (if you have one when you applied for PR)
or diploma/certificate/transcript, if you completed a secondary or post-secondary program, in French or in English, in Canada or abroad
