is non payment of fee the reason for delay in getting visa?

Hi,
i have been accepted at university of Manitoba and my classes begin on january 5 2016 the fee deadline is 13 january 2016 therefore i decided to pay my tuition after i arrive in canada.It has already been two and a half months since i applied including one and a half month since i got the meds done...still no update from CHC islamabad.I am really worried....just in case i am not getting my visacuz i haven't payed the fee yet.
plzz help me...

Paying the tuition is no guarantee of a visa my friend.

I say wait diligently and be open to a potential admission deferral if it comes down to the wire. Start speaking with University of Manitoba about a potential deferral right away. Its almost impossible to meet the winter deadline.

I haven't paid the fee and neither have I heard from cic. It depends upon university/ college.

i got my visa in 42 days and i will pay my fee after my arrival in canada
