Now I think what you should do is to PREPARE and take IELTS test again. Get your 6.5 with no bands lower than 6.0 , send the results to the college and ask them to send you an ACCEPTANCE letter. Also ask them to write a letter explaining the whole story. Ask them, they will help you.
With the acceptance letter and that letter with "their story", and a copy of all of your IELTS results go to Canada again. At POE you will show the recent (!!) acceptance (!!) letter , the letter from the college and tell the officer the story + you will be able to show him the proof that all the matter was only in IELTS (show him copies of IELTS results- from "low" to "accepted").
You did the right thing when you tried taking IELTS and then when you went home. I am sure the officer will understand. It is obvious that it was 1. college mistake: on phone they said it's not a problem and then when you arrived that it is a problem(!!??) 2. VO's mistake when it issued you SP based on pre-acceptance letter with the request for IELTS but no results of IELTS.

Thanks your kindness and once again for your reply.
I applied within canada and the letter shows you have to take test of english and mathematics and it is for everyone.
I think VO's understand that I will do esl course if I can not get admission in my program according to in sense of letter's information.
but, VO's don't know that college accepted me by phone before I paid them and then I applied SP. Actually, they told me you have to do 1 year esl course that's why I tried ielts instead of that if they would have told me you have to do one semester of esl then I will go for that instead of ielts test because I wanted to start my program as soon as possible like in january term.
I already asked them about that l need letter to VO's to come back. Afetr, I got 5.5 bands I went there college and when I did not get admission, then I asked them I need a letter of explanation that I did not get admission in Sep and Jan term just because of ielts test, they told me we will give you letter when you show us your ticket.
Now, I want to go back home and want to do ielts test in my home country and want to come back for study for fall term, 2014 or January term, 2015 and now I also want to change my college even province may be in alberta, can I do that?

Do I have to stay here and fulfill the language requirement within Canada interms of ielts test or esl or college pathway program?
Let's say if I fulfill english requirement in the month of may in any one of above way, so can I go back home after meeting the requirement ?
or
Do I have to stay after month of may ,till my program start due to the risk of again entry so can I stay without getting admission in any college till for rest of the month for fall term, 2014?
