there is nothing that can guarantee/ensure a visa however people pay first years tuition fees to improve their chances of visa. It shows VO that u have the money to pay for tuition as well as u r going to the college/university that u say ur . there r loopholes in every rule but over all paying fees shows u have funds for fees. Some type of visa application like SPP (if ur indian) you have to attach tuition fee receipt.

hi
guys,

I have a question about re-entry into canada:
I got 3 years of study visa, but unfortunately I did not get admission in my program just because of I got very low marks in ielts test, it was 5.5.

Now, I want to go back home and want to do ielts in home country and come back for september term, 2014.

I have valid visa, but I am still worried about that.

Is it okay if I will go back home and fulfill the ielts requirement?

I look forward to hearing from you. Thanks very much for your time.

I do not know what are the requirements for my country.
It does not matter. There are no differences in this case.

To all:
So, guys, do you all try to apply for visa with just PRE-acceptance letter from the university/college? Because you can get ACCEPTANCE letter ONLY after you paid for the 1st semester. No surprises then that you a not getting SP. ::)

Could you please tell about details.
You got study permit to the university/college without providing IELTS results? College did not ask for it? Then you applied for SP and got it at your VO? Then WHO asked you for IELTS? Why did you take it? College asked AFTER it gave you acceptance (or pre-acceptance) letter? I am CONFUSED! :)

I think you should get a letter from the university that this time with your good IELTS results they will accept you to the program. Also pay for the 1st semester. And then show the letter and the payment receipt at POE if an officer there has doubts.

What is pre acceptance and who told you that one can get only acceptance letter after 1st sem fees payment.

Give u my case, no pre or anything letter , acceptance letter. No fees payment at all, got visa in 5 days.

Pre-acceptance letter is what you, guy, call "offer letter", you get acceptance letter after you pay for the first semester. In Operational Manual CIC writes that applicants may apply with per-acceptance letter.
However, as experience shows chances of getting SP are quite higher if you get and apply with ACCEPTANCE letter rather than with "offer letter".

(Nobody "told me" :). I have two letters on my desk: pre-aceptance and acceptance one). In pre-acceptance letter they describe their conditions of full acceptance (after they acknowledged that your level of education and IELTS results corresponds to their requests for enrollment) , and in Acceptance letter they say "This letter constitutes your FINAL acceptance to XX University and also acknowledges receipt of your tuition..." and in the same letter or in attached form they give all student's info about arrival dates, level of study, program name, completion date and so on.

Hi
Thanks your reply regina.

I got condition letter from college, they asked me you have to do english test and I took test. After that I called phone and asked them about my test result, I got low marks in that test, then I asked them by phone I have english proficiency letter from my home university and does it work for admission? and after that they told me you have to wait I will call you after 20 min and then they told me ok fine and then I paid my fees by online and I applied for study permit, but the letter shows it was condition letter. How can I prove or exlplain border service officer that they allowed me and then they did not accept me in my program? and they asked me you have to do ielts test or ESL course for 1 year at college. But, finally they told me you can do ielts test for january term and we can tell them cic about your status that you did not meet the language requirement for admission.

Finally, I took ielts test in December and I got 5.5 bands and I missed admission again for january term as well.

Now, I want to go back home and want to come back for fall term, 2014 after fulfill the ielts test requirement.

I am worried about that how can I explain border service officer ? or they will accept my re-entry? they can ask why you did not start your study when you were in canada?

I have valid study permit with valid re-entry visa but, still I am worried about that they will accept or allowed me in this situation.

I am very much interested to do study in Canada and want to get experience in skilled job.

Please kindly help me and do my favour in this regards. I will be very grateful to you.

I look forward to hearing from you. Thanks once again for your time.

What a mess! So they told you are accepted even without proper English level, gave you a pre-acceptance letter where they asked you to take IELTS and with this letter you got your SP? Correct? And when you came to the college on you SP they told you that you do not meet the requirement for admission because of your English? And when they offered to take a 1 year course of ESL you decided to take IELTS instead? (of course it's a matter of money, I understand this) But still your IELTS marks were too low. They did not accepted you and you went home.

Now I think what you should do is to PREPARE and take IELTS test again. Get your 6.5 with no bands lower than 6.0 , send the results to the college and ask them to send you an ACCEPTANCE letter. Also ask them to write a letter explaining the whole story. Ask them, they will help you.

With the acceptance letter and that letter with "their story", and a copy of all of your IELTS results go to Canada again. At POE you will show the recent (!!) acceptance (!!) letter , the letter from the college and tell the officer the story + you will be able to show him the proof that all the matter was only in IELTS (show him copies of IELTS results- from "low" to "accepted").

You did the right thing when you tried taking IELTS and then when you went home. I am sure the officer will understand. It is obvious that it was 1. college mistake: on phone they said it's not a problem and then when you arrived that it is a problem(!!??) 2. VO's mistake when it issued you SP based on pre-acceptance letter with the request for IELTS but no results of IELTS.
