After being married in her country and then submitting the application to sponsor her to immigrate to Canada would it be acceptable for her to then come to Canada on a visitor visa while we wait for the PR application to be processed?

This seems nice because it means she can be here sooner; however, I've heard that it can potentially delay the sponsorship. Help please.

What is the PA's nationality / is she visa-exempt?

Yes, as said above it depends on a few factors if she will even be allowed to enter as a tourist with a PR application in process. If yes, it won't necessarily slow down the process but if she gets called for an interview, then she would have to return to her home country to do so.
