A child born in USA for a Canadian PR should follow all the procedure for the sponsorship of the child to get the legal status regularized in Canada. If the child is born in Canada automatically the child will become Canadian citizen. The only benefit is that the baby gets a US citizenship also by birth in USA.

My understanding is that health care is better than USA in Canada. Only 3 months waiting period after applying for the health card.
For guidance check this link for Ontario health care. You can see other sites of different provinces if you like.

If you have the visa and have not landed yet, you should land before the baby is born or otherwise you will have problems adding the baby to your application. If you are planning on moving to Ontario, you will not have health care for 3 months so you will have to pay for the birth yourselves.

I think your best option in the situation is to use your US insurance coverage and have the baby in the US, then move to Canada and sponsor the baby for PR. If you apply for citizenship in Canada, you can apply for the baby too and it will become a dual citizen. This will give your baby a lot more options in the future.
