Is it true that applicants for one year program(PDD/Graduate Certificate) get visa refusals? I have heard a lot of agents saying that. Could someone please guide.

You can get refusal for any kind of program, it can be bachelor's, diploma, graduate certificate, masters or even P.hd .

Refusal is given on multiple factors and not on program type or length alone.

Think if your agent will benefit if you go for a more expensive program or a program with longer duration.

Secondly ,I already have a Bachelors in Business Administration degree. And now I have applied for Ontario College Graduate Certificate in Durham College. Could you please confirm if this is the correct progression?I mean is it a higher level program than bachelors?

Following are the requirements mentioned on their website:
ADMISSION REQUIREMENTS
  • Ontario College Diploma, Ontario College Advanced Diploma or a degree, or equivalent.
OR

  • An acceptable combination of related work experience and post-secondary education.
  • Proof of English language proficiency required

While I am not knowledgeable about how the particular agent operates I don't know how they get paid. If it is per person sent or based on what course the students choose.

Yes, Graduate certificate is correct progression. As long as your degree is relavant to the graduate certificate program you are taking or you have work experience in the graduate certificate program then there should be no problems.

If you have good grades and IELTS then you can even go for SDS processing ( if applicable in your country )which gives higher chance of approval. There is no hard and fast rule for visa approval. It is all based on profile.
