Any change is a good progress. If your BGC has changed to in progress, it's a good sign. In some cases the BGC goes from Not started, to in progress, to not need and then again to in progress. If that happens, do not be concerned. It just a system.

As regards the settlement plan, it's an external agency that sends that email. Usually, CIC transmits email ids after the PPR is issued, but an applicant can himself also register for it. I won't be too excited about the settlement plan email.

But your application seems to be progressing well.

Settlement plan means I am an OINP applicant and living in alberta, the wording of the email is as follow. and yes, this is second time when my status went into in progress.


This is in reference to your application for permanent residence in Canada. In order for us to continue the

residents on the basis of their ability to become economically established in Canada and who
intend to reside in the Province of Ontario. Our records indicate that you are currently living in
Alberta. Please respond to this request with a detailed settlement plan explaining how you intend
to establish yourself in the Province of Ontario in order for a final decision to be made on your
application. This settlement plan should include your plans to reside in the Province of
Nomination. Please provide proof of your intent to reside in your Province of Nomination.
Examples include but are not limited to a copy of your lease/mortgage, employment letters,
automobile registration or copies of your provincial driver’s license or health cards, and an

If your BGC status changed for the second time it would mean that your BGC is finally in progress, which is good sign since BGC is takes the longest time and CIC has no control over it since it's done by CSIS, RCMP and other law enforcement agencies.

As regards the settlement plan, I was under the impression that you received the email from an external agency, but this more like an intention to reside in the nominating province. You need to be careful when replying to this. The more evidence you can provide the better. Any connections with the nominating province will help. If you have applied for jobs, or are in communication with prospective employers, that is usually the best way to demonstrate your intention.

One more thing, Yes I have applied for a lot of jobs and plus I was studying in Ontario since 2012 to 2013 & I am a lease holder since then. Though I dont have the lease paper eith me at the moment, and I tried to get it from the agency but no luck. Do you think an explaination letter can work in this? Plus plenty of my friends live there, do think there copy of a lease and written statement that I'm going to live with them wil make a good impact?

I had an interview with a Toronto employer in April, though I wasn't selected and after that My health was not good so I delayed my decision to move to Ontario.

In your response your should cover as much ground as possible that would help in establishing that you have intentions to settle in Ontario. I would suggest that you write your reply under the following heads and cover the following:

1. Education:
Include the fact that you lived and studied in Ontario. Include your degree, and the details where you lived which would go on to show that know the area and would like to return if given an opportunity.

2. Job Search:
Include all the employers you have approached and any correspondence you have received. Even if you were not selected for a Job, it is worth it to include the interview call letter and subsequent rejection letter. This will show your sincerity in your claims that you are searching for a job.

3. Lease:
If you have a lease, include it, will strengthen your case.

4. Relatives:
If you have close relatives, give their details, addresses and how your are related.

5. Ancillary 3rd party documents:
Look for papers that show that your profession is in demand in Ontario, any employment postings for your job, mention the websites, news papers etc. that go on to show that employers are hiring people with your skill set. These documents will show your research and the probability that you will get a job.

hello Legal Falcon,

Sorry to disturb you again, but unfortunately I couldn't found the copy of my lease and the property owner refused to give me a copy of my lease without being present there in person. Is it a wise idea to attach a copy of my friend's lease agreement along with his invitation letter to me stating that he is inviting me to live at his place as we are friends and former roommates?
