Is it possible to pay the tuition fees in advance?

I am awaiting response from the university regarding this question. Lord knows what is taking them this long. Basically, what I want to do is to pay my first year's tuition fees NOW and get a receipt from them which I want to submit with my visa application.

Is this too unusual of a request?

As long as I can show that the first year's tuition has been paid already, do I then get to just show just the $10,000 + travel cost in my bank?

P.S. It's a bit confusing that the university mention approximately $18,300 as my living cost. This makes me wonder if the visa officer will want to see this amount instead of the $10,000.
