Is it possible to obtain LMIA without JOB?

I just came to know by one of Canada immigration representative who unveils me that to obtain LMIA first with out JOB followed by to lodge or file application under General Skilled Migrant Program for permanent residency.

Is it the way one can get LMIA to boost their CRS points up to 600 to get ITA from Express Entry pool. Please help me out to reveal the truth!!!

No, it's not possible.

Someone is trying to scam you if they are telling you they can get an LMIA without a job offer. Don't give them any money. You're never going to see it again.
