The answer is no. Your employer will need to obtain an approved LMIA before you can apply for a work permit. A job offer isn't enough.

Thanks for reply yes they said they will take care of everything.
Once the LMIA is approved, you can then apply for a work permit.

But when I check Cic website it shows that you must finish at lest 2 year degree or else you are not allowed to apply for work permit.do I get any problem later ?and now I am on my study permit it expired on 2020 December .do I need to cancel that and apply for Fresh work permit and in that case do I need to leave the Canada and apply from my country ?if they decline my work permit can I continue with my studies ?

That's for a post graduate work permit - the open work permit you receive after you complete your studies. You will not qualify for one of these since you won't have completed your program.

Your only option right now is to apply for a closed work permit once your employer has an approved LMIA. The closed work permit will only allow you to work for this specific employer and this specific job. It can take 4-6 months to process an LMIA - so don't quit school until you have an approved closed work permit.
