Is it possible to apply simultaneously for QSW2015 and Work Permit?

Would you please tell me is it possible to apply for both QSW2015 and Work permit simultaneously?
because after I applied for QSW2015 a contractor in Montreal accept to request a work permit for me?
They said that they can give LMIA and work permit for me?I want to know is it legal that I apply for work permit and continue my QSW application while I am in Montreal?

2- How long is usually the visa published for Work permit (1 year or more?)
3- What is the steps for applying for work permit?
