Is it mean "safe" after background check changes to IN PROGRESS?

Hi everyone,

I am a CEC inlander with OINP.
Here is my timeline(Sorry that I couldnt remember timeline before AOR)

Dec 23 2015 AOR
Jan 14 Request Schedule 4/4A
Jan 17 schedule 4/4A submitted
Mar 30 background changed to in progress
Nothing happens after that so far...

My husband's working permit is gonna expired on June. I'm not sure how long does it take to get a PPR after BGC change to IP. Do you guys think He should apply a BOWP(bridge open work permit)? Is there any cases get rejection after BGC change to IP？

It is safe to do that bcoz mine is IP since march 25th but no ppr yet....
