No. You will just need to make your application stronger.. i.e convince the VO you are a genuine student and are going there for the sole intent of studying, and you will be back to your native country once you finish your studies. The decision on an application for a Canadian study permit will completely be based on one's individual application package. You can improve this by having.. good academic record ( especially marks of last major degree -- very important) , proper course selection (preferably showing progression in same field --probably MOST important factor ) consistent profile (even if study gap..it should ideally be covered by relevant work ex.), sufficient proof of funding and a decent IELTS score is seen as a standard benchmark to get the Canadian study permit. There may be more requirements, depending upon the citizenship of one's country.

It happens. Same profile..same course.. one gets..one will not. Because.. fact is not everyone will get visa. They simply cannot issue visas to each and every one who qualifies... and so... randomly they do reject cases, citing bull*censored word* reasons. Hence luck also plays an important role. Sometimes, if the VO is in bad mood, he might reject a case while if in good mode..approves a visa. So.it's all relative. You should not beat yourself over it..and as why you... Rather focus on re-applying again.
