Is it just business days that are counted?

Are weekends and holidays counted in the weeks/ days for a decisions from IRCC, CBSA?
Can a applicant receive a decision on a weekend or holiday?

No. Different time zones may appear that people get a decision on weekends. But they don't work on weekends or holidays.

Just like everything else, this is another mystery which only they know. I don't even know why they wait for 30 days to release a file when it is already available since they day you request for one.

Did anyone find out why they do this?
i think to avoid fast reapplication. it is called cooling off period. . otherwise refused applicants will re-apply the next day and the load of applications will increase and ircc always prioritize new initial applications.

How about IRCC just put the rejection comments on the correspondence letter. Would that not reduce the workload ? Besides now they even seem to be taking 60 to 90 days which is totally unacceptable by all standards even if they want to torture candidates. Also, why not make this automated so even if someone requests for it over and again, its the system which generates and sends it. Why does it need human intervention at all in this age of AI technology ?

you are definitely right :((( no one knows why and particularly how they operate. one can only do their best and hope/pray. that is the sad reality in this age. i heard that they are planing to invest more money to improve their immigration system especially their digital platforms. hopefully in the future it gets better for applicants.
