There are a company who want to hire some Temporary workers, but they don't want to pay for legal fees to lawyers to do the paper works. they force employees pay for that...including, air-ticket, legal fees, government fees. it that is illegal? is that on catergories of human trafficking ?

I am not sure how this is related to human trafficking.
But as long as you have your legal documents - work permit, LMO or whatever is required. You should be fine. It is not the duty of the employer by law to pay for these expenses.
Most employers pay for it though.

The company is responsible for paying the government fees associated with the Labour Market Opinion and any legal fees associated with the Labour Market Opinion.

The temporary worker is responsible for paying the government fees associated with the Work Permit and any legal fees associated with the Work Permit (if the temproary worker decides to hire a lawyer to handle their application).

The company is under no obligation to pay for airline tickets. Man (most) temporary workers are responsible for paying for their own airline tickets.

that is why I try to ask.... some lawyer say that is illegal.. some say no ,except employer promise immigration working status and take money from workers that may belong to catergories of human trafficking.
I am confused.. if I pay for my sister to work for canadian company like this ...2 years in Canada is 8 thousands that including legal fees, government fees, air-ticket fee, insurance fees, 1 month and last months deposit.. that is ok ? if visa rejected I will lose 5 thousand.

5 thousand is for LMO only.
3 thousand is air-ticket 3 month insurance, 1 month deposit for one room.
if refused..i will lose 5 thousand for them to do the ads and process of LMO

$5K is way too much for an LMO. They cost less than $300 in government fees. If you are paying $5K for an LMO - then I would be worried that you are being scammed. Employers / agencies are not allowed to charge for LMOs. I would walk away.

Again, most temporary workers are responsible for paying their own airline tickets. However you should not book your flight until you have an approved work permit.
