I would like some advice to see if it is possible for a friend to immigrate to Canada and the best way to do so. He is an Indian citizen with a Bachelors of Arts and a few hotel management certificates. He has worked for the past 15 years in the cruise ship industry, mostly on ships in various sales, front desk, and shore excursion positions. His English language skills are excellent.

From my understanding, it does not seem possible under the skilled worker category as that seems more suited for people with technical skills. Or could he apply under this category? Could he apply under the PNP category? It seems like one needs a job offer first to apply under PNP. Is that correct and if so, how is it possible to get a firm and reliable job offer while living outside the country?

He would be perfect for any position in the travel and tour industry. He’d appreciate any advice on the best way to immigrate. Thanks!

What is the best way to get a job offer in the tourism/travel industry while outside the country? I'm trying to help him and am not familiar with the job hunt issue. Would many employers hire an employee and be willing to authorize a work permit/PNP permit for someone residing from outside Canada without a personal interview? Also, are there any specific job sites that are useful?

I am just curious as to the logistics of how this could work. Thanks.

Actually I live in the US but have visited BC so I am not familiar with hiring practices etc. in BC. Do you have any recommendations for employment agencies in BC? Not sure if it's okay to share that info here....
