I took IELTS exam in Jan 2016, and created my EE profile in March 2016 with that score, I received ITA in March 2017. Is my IELTS score valid? Should I go ahead and submit my application or should I reject it, retake IELTS, and create new profile? I don't want to spend money unnecessarily.

But I read in the forum that for immigration purpose it is valid for one year. What does that mean?

It's valid for 2 years. Check here:
http://www.cic.gc.ca/english/immigrate/skilled/language-testing.asp

"Note: Your test results must be valid (less than two years old) when you complete your Express Entry profile, and when you apply for permanent residence."

From test date. In ur EE profile/eAPR they will ask u test date. Even in PNP applications they ask for test date. So i guess ut is valid for 2 years from test date
