Is IELTS report a must submit document for visa application

Greetings all, I have a worry, I can't find a slot on my checklist on the GCKEY to upload my academics certificate and IELTS score, don't know if it is that they don't need them...? Will appreciate contributions thanks.
 
You upload everything as one pdf under the appropriate section or under the supporting docs.

Because from the check list of my visa office area IELTS is not mentioned and in other visa office area like India it is stated STRONGLY recommended. Am just confused because because English and French are the official languagesite same as English is used in India.
