Is IELTS compulsory for submit an application for Quebec Immigration?

Hi,

I am a Masters in Commerce from INDIA and my wife is holding degree of Bachelor of Commerce.
With my 2 children and more than 5 years of experience, i am claiming more than 65 points as a married applicant.

Now my question is Can i submit the file without IELTS ? (I am gonna give it in 3-4 months after the submission)

so can you please revert whether it is possible or not to submit the file without IELTS results if we have already more points than required...?

Without language proficiency, How are you going to prove that you will be able to establish yourself economically?? as that is one of the principal criteria in deciding your type of application.
CSQ is one part of the question however Federal component makes sure that the immigration officer has authority to overturn the province's decision, if they feel that the economicaly established criteria is not being met.
Avoid frustration and hurt feelings and get language assessment done. a few extra points will actually make it more easy journey for you.
