rest all VFS centres are open and CHC is a govt. entity, they wont close just because VFS is closed..

Yeah exactly! Had they been closed today, I'm sure they would have put a notification on their website about closure. Also, some people who applied to vfs chd got their tracking statuses updated just now that their pp is in transit/dispatched. This shows CGC and CHC were not closed today but jist delhi VFS.
