Is H1B petition denied equivalent to visa refusal for PR Application?

According to a bunch of US attorneys, the answer to the above question is a blatant 'No'. However, how would I answer this question on my PR application

Has ### ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country?:

I have an ITA and I do not want to mess it up. Is it considered misrepresentation of information if I say No to this question?

I think you can say no. However, if you want to be super safe you can answer as yes and explain. Petition is technically a 'permit'.

You're applying for PR - right? If so, play it safe and answer yes - then include the details. This is the best option. There's no harm in saying yes and providing the details. If you say no and IRCC thinks you should have said yes - that will be a very big problem for your application.
