1.Can i get these at airport & fill the on the spot ?

2.Do need to mention everything including clothes or just items like laptops ?

They will fill them out at immigration, but they find it inconvenient (be prepared for them to be somewhat annoyed). Make sure you tell them you need to fill one out. Items with significant value should be listed separately (electronics, jewelry, etc) and other items as lots (a suitcase of clothes).

The forms are available online. You can print them out and fill them prior to your trip. Why would you want to make it hard on your self, filling them at customs? As one poster mentioned, the CO that attends to you will not be amused. In fact, if they’re having bad day already, they could easily deny you the opportunity and say no. Print the forms and fill them before your board your flight.

It is not mandatory per se, but I made it a point to fill it up and get it stamped by them. On the contrary when my wife presented hers while landing they said its not reqd if you're bring the items yourself and NOT through some moving company.

I believe the CO was referring to items you’re carrying on your person. However, for items that will come in later, you MUST fill those forms or else you’ll pay taxes on the items.

When you land and present those forms, customs issues you a blue slip which verifies that the items are tax exempt. When the items arrive, you present that slip to the customs officer at the point of clearance. If you don’t, you’ll be charged duty on the consignment. Also, be sure to share a copy of that slip with the shipping company. Again, if the items are on your person (you have them with you) at the time of landing, you may not fill it. If you do have high value jewelry, fill the forms.
