Is DM (Decision made) based on order of receipt? or on case by case?

I think it's pretty clear we see this major pattern that IP (In process) is coming in order of receipt.
But I wonder how DM closes out.

I heard it's case by case and also heard it's in order of receipt.

My assumption is DM is based on case by case.
Anyone who submitted later than those who got IP earlier can get DM faster.
and IP means that an officer grabbed your file and is working on it right? so the officer decides that the application will take longer/shorter time based on the applicant(security/background/economic stability etc)

DM is made by case to case and also the agent who works on it.
if you see , anoyone's whom had IP from Feb to June - still no DM or PPR.
But all people from june till now whoever's file was in IP got DM and PPR. so it is hard to tell.

mine IP since may 5 and still waiting for DM and I am not only one, but many people along with me, who's IP is in May didn't get DM yet.
