Yes it could influence admission. In person masters tend to have a better reputation and often are more demanding academically. Very hard to comment with so many variables.

P.S. I don't know how you are going to do a phD program when you can't use effect/affect properly but that's besides the point...

The qualify of a bachelor or masters degree always influences whether you are accepted into a graduate program. If you attend a good masters program at a good school and do well your chances of getting into a PhD program are significantly higher.

GRE is more important for a masters program although quality of bachelor program, marks, research interests all are important. PhD is primarily based on your masters and your area of research.
