Is deadline for initial applications April 01 2009?

Hi guys,
I am nervous when I read this message "All applicants in the Federal Skilled Worker Class must submit their initial applications to the Centralized Intake Office (CIO) in Canada as of April 1, 2009".

I never know there is a deadline.
Could you please tell me when is the next time to apply?

Read it again to yourself. It says as of April 1, 2009 and not by April 1, 2009. It means starting April 1, 2009.
