Is completion letter good enough for Proof of Canadian studies?

Hi I have just completed my Masters from U of A. I got the completion letter which states that "This is to certify that XXX has successfully completed XXX program...........". Will this completion letter be good enough as a proof of Canadian studies for EE? (you can get a Post Grad Work Permit on the basis of completion letter), because I will get the actual 'fancy' degree document later on.

I have a question for you regarding express entry. I have recently completed masters degree from Canadian University. I do have almost all required documents except degree certificate. My convocation date is last week of May, 2019. Its almost 9 months to go. Can I apply for FSW at this point of time with letter of program completion from university. Does CIC consider for this much period of time as it almost takes 5-6 months to finalize whole process of PR application?

As you were also in same situation in the past. Could you please provide suggestion/guidance for me, I don't want to wait for 9 months but at the same time I'm afraid of getting rejection for not having degree certificate with me.

You will need :

1- scan of your diploma that you receive on the convocation day. (or the one that they mailed to you if you graduated in 2020 online )
2- scan of your transcript.
