Is completing Praveen Utharad equivalency to BA(Hindi) applicable for WES Evaluation

Praveen Utharad exams from Dakshin Bharat Hindi Prachar Sabha is equivalent to BA(Hindi), I have the degree certificate, let me know if it qualified for bachelor degree equivalency by WES and qualify for 2 bachelor degrees or CIC Canada.
