Is CIC opening our files when the date of receiving them is up? OR NOT?

Hi,

I think everyone who applied in 2013 knows how long and stressful is to wait for the 17 months to pass untill they say that they are opening your file.

But can anyone tell me if the guys from CIC are going to open the files after the 17 months have passed and your date of receiving the file is up? Or there might be delays after the 17 months as well?

The reason I'm asking is because I heard a recent CBC radio show where somebody said that they applied in March 2013 and still don't have an answer.

Can people that went allready through the waiting time give me an answer?
